Use it for.House Republicans are ready to cut some of the bureaucracy that has infuriated members of their own party in the Trump era, but will have to pass a rule change to do so.
One senior House Republican told me they’ve taken “a lot of offers” to help save the Department of Commerce from certain carve-outs in the 2018 budget deal.
Congressional conservatives appear to have won the debate on whether to allocate money for the department in the current continuing resolution and are preparing to drop the issue.
It’s not clear how hard they will press for new cuts, as they are used to driving their agenda through majorities in both parties, and might content to push for more spending next year.
But the spending cut battle in the appropriations process is a microcosm of the larger trend in the Trump era: Rep. Mark Meadows’ Freedom Caucus — which has dedicated itself to holding the Trump administration accountable for spending issues — has won the battle against the traditional Republicans on several key issues.
The Freedom Caucus is now ready to lose the fight for a rule change that would allow them to pass a rule with one vote instead of requiring support from a majority of Democrats and Republicans. (House leadership supported the change from the get-go.)
This change is another example of the positions staked out by the Freedom Caucus, which sees itself as the voice of House conservatives and is determined to hold the administration accountable for spending.
The change would have allowed the House to pass a budget resolution with a simple majority vote and the Republicans’ rule of the House, including the enforcement of the rule by the Speaker, would have been upended. It would have also made the president’s appointees subject to Senate approval.
Oversight groups are worried the change will be used to advance the agendas of the administration and its allies in the House. House members might need Democratic votes to pass their legislation, but they have yet to show any reluctance to pass the rule change.
As we saw when Speaker Paul Ryan was brought down by conservatives, the Freedom Caucus flexed its power to stym 0b46394aab
