If you are on Windows 7, then you must have Windows Installer 5. Windows Installer 5.0 is available with both Microsoft Windows 7 and Windows Server 2008 R2. You can also download windows installer for windows 7 with this SDK Web installer.
Windows Installer 5 is not available as a standalone version and you can either download Windows 7 SDK Web installer or the Windows 7 SDK ISO file. The advantage of the web installer is you can choose to install any subset of the SDK. It however requires you to be connected to the internet. The ISO file is a complete package and it can even be installed on a computer not connected to the internet.
Get Windows 7 and enjoy the new capabilities in Windows Installer 5. Note that windows 7 free download is available for students of schools enrolled in MSDN AA (Microsoft Developer Network Academic Alliance) program and free Windows 7 upgrade is available for buyers of windows vista.
You cannot download it as microsoft has not yet made available a redistributable version.Since it works only on windows 7, Microsoft does not find the need to make it available seperately. The OpenVPN community project team is proud to release OpenVPN 2.5.4. This release include a number of fixes and small improvements. One of the fixes is to password prompting on windows console when stderr redirection is in use - this breaks 2.5.x on Win11/ARM, and might also break on Win11/amd64. Windows executable and libraries are now built natively on Windows using MSVC, not cross-compiled on Linux as with earlier 2.5 releases. Windows installers include updated OpenSSL and new OpenVPN GUI. The latter includes several improvements, the most important of which is the ability to import profiles from URLs where available. Installer version I602 fixes loading of pkcs11 files on Windows. Installer version I603 fixes a bug in the version number as seen by Windows (was 2.5..4, not 2.5.4). Installer I604 fixes some small Windows issues.
Important: you will need to use the correct installer for your operating system. The Windows 10 installer works on Windows 10 and Windows Server 2016/2019. The Windows 7 installer will work on Windows 7/8/8.1/Server 2012r2. This is because of Microsoft's driver signing requirements are different for kernel-mode devices drivers, which in our case affects OpenVPN's tap driver (tap-windows6).
Important: you will need to use the correct installer for your operating system. The Windows 10 installer will not work on Windows 7/8/8.1/Server 2012r2. This is because Microsoft's driver signing requirements and tap-windows6. For the same reason you need to use an older installer with Windows Server 2016. This older installer has a local privilege escalation vulnerability issue which we cannot resolve for Windows Server 2016 until tap-windows6 passes the HLK test suite on that platform. In the meanwhile we recommend Windows Server 2016 users to avoid installing OpenVPN/tap-windows6 driver on hosts where all users can't be trusted. Users of Windows 7-10 and Server 2012r2 are recommended to update to latest installers as soon as possible.
This is primarily a maintenance release with minor bugfixes and improvements, and one security relevant fix for the Windows Interactive Service. Windows installer includes updated OpenVPN GUI and OpenSSL. Installer I601 included tap-windows6 driver 9.22.1 which had one security fix and dropped Windows Vista support. However, in installer I602 we had to revert back to tap-windows 9.21.2 due to driver getting reject on freshly installed Windows 10 rev 1607 and later when Secure Boot was enabled. The failure was due to the new, more strict driver signing requirements. The 9.22.1 version of the driver is in the process of getting approved and signed by Microsoft and will be bundled in an upcoming Windows installer.
You can download Windows developments snapshots (MSI installers) from here (Index of /downloads/snapshots/github-actions/openvpn2/ ). Those are automatically built from commits to OpenVPN master branch and include functionality which will be available in the next release. Development snapshots are less stable than releases, so use at your own risk.
You can download source code packages and Windows installers which are automatically created each time code is checked into the source code repository. These packages are available in the automated build section of our download area.
In the above response to hongedit, it shows that you marked the question as answered by you. However, I think that is a bit presumptuous because I have followed the steps supplied by you above, the same steps applied on the microsoft technet forum and on the windows7 forum and it does not work.Microsoft has failed miserably yet once again to provide the needed answer(s) to an issue. I never had an issue with Win 7 installer 5 (MSIExec.exe) before installing SP1 for Win7.
It is apparent that numerous people have been having this issue and instead of coming up with an immediate fix or at least a patch to allow people to uninstall or rename the file (which I can't do even though I have owner privileges on the C:Windows folder) and allowing them to download and install the installer package no they got to muck up a good thing and stop providing the installer file online and now people are stuck and can't install anything on their computers.
I have another same brand workstation with all the same hardware & software configuration; but this workstation is not in domain ; standalone and yesterday only I updated with windows service pack1 from windows 7 successfully.Shall I apply your file copy solution to this workstation and will it work?

The OSGeo4W installer is recommended for regular users or organization deployments. It allows to have several QGIS versions in one place, and to keep each component up-to-date individually without having to download the whole package. Since QGIS 3.20 we only ship 64-bit Windows executables.
Once you have downloaded and launched Etcher, click Select image, and point it to the Ubuntu ISO you downloaded in step 4. Next, click Select drive to choose your flash drive, and click Flash! to start the process of turning a flash drive into an Ubuntu installer. (If you're using a DVD-R, use your computer's DVD-burning software instead.)
Hello; If you have your windows data on a disk, then when when booting into Linux, simply mount that disk from Linux to access the data. Linux can mount NTFS drives and can read/write to NTFS disks. I do this all the time. When done with Linux, reboot to windows, and your updated data will be there on that disk.
If you install Ubuntu or any other linux first and then install windows then you may need to install grub again or windows installation will make windows' bootloader as default bootloader and that will directly boot to windows without asking.
